Se governa la finanza. Intervista a Giorgio Lunghini

Che cos’è che ti colpisce di più della crisi attuale dell’Europa? L’immutabilità del paradigma liberista? L’intoccabilità della finanza? L’incapacità politica?

Colpiscono tutte e tre le cose, che però vanno ridefinite. È davvero liberista la politica economica europea, una politica economica in verità imposta da un solo paese, la Germania? In che senso la finanza è intoccabile, se non nel senso che essa finanza è al governo e che dunque la politica è impotente? La finanza è al governo perché l’Unione Europea, non essendo una unione politica, è indifesa nei confronti di quello che Chomski, riprendendo Eichengreen, chiama il “senato virtuale”.

Questo senato virtuale è costituito da prestatori di fondi e da investitori internazionali che continuamente sottopongono a giudizio, anche per mezzo delle agenzie di rating, le politiche dei governi nazionali; e che se giudicano ”irrazionali” tali politiche – perché contrarie ai loro interessi – votano contro di esse con fughe di capitali, attacchi speculativi o altre misure a danno di quei paesi (e in particolare delle varie forme di stato sociale). I governi democratici hanno dunque un doppio elettorato: i loro cittadini e il senato virtuale, che normalmente prevale.

Ma ciò che colpisce di più è la straordinaria occasione storica che l’Europa ha mancato, nonostante le risorse naturali, economiche, umane e culturali di cui dispone: l’occasione di diventare una Unione democratica e giusta, ricca e indipendente.
